OBS can only give one permission of game capture to each application, I don't know why but this fixed my issues just to create another folder or create shortcut to OBS.exe. I have noted a log for the problems but have not been fixed yet, and asked OBS community but it got complicated. I have been frustrated for a year finding this answers. Done and it will be fixed, if not please reply. If you want a simple way to fix just create another OBS and send it to desktop, then rename it to your game.
